In Mozilla Firefox 1.0 Preview Release all new folders are created on the far
right end of the Bookmark Toolbar and can't be dragged over to the desired position.

Expected Results:  
Prior to 1.0PR, pointing at the left end of a Folder on the Bookmark Toolbar and
selecting New Folder from the Context Sensitive mouse menu would create a new
folder to the left of the existing folder.
