When I change several bugs at once, bugzilla sends a bugmail for every bug to
every user who has "subscribed" it. This can cause a huge number of bugmails to
be sent to the same person.
For example, I recently added a new Group and added 151 existing bugs to it.
Thus the maintainer of the affected component got 151 mails!

Expected Results:
To solve this problem, bugzilla should bundle all the notifications that result
from changing several bugs at once in a single mail.
In Bug 196857 someone suggested to turn off mailings (not a good solution IMHO).
My suggestion has been discussed in Bug 23924 (which however is also about
turning off mailings).

This is not a dupe of 224916 which is about sending a bug's history with the
bugmails. On the other hand, this bug 261771 is about putting multiple bugs in a
single mail.
