Frequently our corporate pac file processing fails on initial load of firefox
(40% or less)and the home pages cannot load. A touch of the Home button
following this works fine.  A majority of the time the initial load process
works perfectly. Perhaps there is inadequate time provided to process the pac
file before the browser starts the access of the home pages.  BTW for other
browsers this is not an issue.

This is a dup of bug 100022 (add yourself to CC if you want), but duping against
bug 208828 for firefox (because of bug 208828 comment 3).
