262264 - show tooltips for links to bugs/comments

It would be nice if bugzilla could generate tooltips not only for "bug 1234" and
"comment 42" and "bug 1234 comment 42", but also for links such as
https://bugzilla.mozilla.org/show_bug.cgi?id=228652#c19.

reason: often, people (especially those new to bugzilla) give links to other
bugs in form of links. to make it easy to see whether those are open, and what
their summary/status is, it would be nice if those behaved the same as normal
"bug 1234" links.

(ideally, bmo would not only do that for https urls, but also http urls, for
compat with existing comments when https was not available)

Maybe GetCommentLink() could do that, see bug 216231!

Reassigning bugs that I'm not actively working on to the default component owner
in order to try to make some sanity out of my personal buglist.  This doesn't
mean the bug isn't being dealt with, just that I'm not the one doing it.  If you
are dealing with this bug, please assign it to yourself.
