This may be a duplicate of bug 262419. Alexander, could you describe exactly
what steps you're performing and what you observe the program doing?

No, it's not the same bug. The download manager doesn't work at all - calling it
from the menu does nothing.
I've installed the latest nightly build over 1.7.3 and saw the same problem.
After it I've cleared the Mozilla directory (except plugins) and installed the
build again. The download manager began to work. But after some time it stopped
working again. So I reinstalled the build and the download manager now works.
What is the cause of this bechaviour I don't know.

seems like a dupe of 180672
Alexander, next time the Download Manager does not responding or don`t work when
you download something or don`t start, you could use the Workaround/Fix from
180672 and enter this in your url bar:
javascript:navigator.plugins.refresh(true);
This should reactivate the Downloadmanager
