If you are checking software update, or have the preferences window/pane open,
popup blocking fails for any other browser window open at the same time. 

e.g.




Reproducible: Always
Steps to Reproduce:
1.Open preferences pane.
2.Check software update.
3.While its checking, in another browser window, navigate to a site (like cnn or
any other news site) that has popups.
4. popup blocking will fail.

this is also reproducable by clicking a link in another application that leads
to a page with popups while firefox is checking for sw updates.

Actual Results:  
unrequested popup

Expected Results:  
blocked popup
