The right navigation bar gets corrupted when the pointer hovers over the top
four buttons

Reproducible: Always
Steps to Reproduce:
1.visit http://www.browardsoe.org/index.php3?LID=1
2. hover the mouse pointer over the voter information button on the right bar
3. the flash images gets corrupted

Actual Results:  
the flash image choices become unintelligible

Expected Results:  
the buttons should remain legible

All you need to do is place your cursor over the Voting Information link.

It's supposed to show a menu to the right of the link but it doesn't in Firefox.
Instead the sub-menu shows up on top of the rest of the menu.

In Safari it works like it's supposed to.

This may very well be a problem with the web site and not a bug in Firefox. Can
anyone confirm?

I suspect this was caused by the fix for the "undetected document.all support" bug.
The js menu looks good in my Mozilla.17 build:
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.7) Gecko/20040514
But it goes wrong in:
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8a5) Gecko/20041009
Firefox/0.9.1+

I'm seeing in http://www.browardsoe.org/popouttext.js :
ie=(document.all != (void 0));

So I think that is the cause of the current trouble. So this should be fixed
when bug 255895 is fixed.

Looks like they're using the same code that the site in bug 263578 uses. If so,
this should become a Tech Evangelism bug and the site should update to the
latest menu code, which does not have a problem in Firefox and Mozilla.

The menus on the site don't work because they use PopOutTextMenu v1.2. They need
to upgrade to a newer version as described in bug 263578 comment 7.
