The sample URL and any other "File Upload" dialog, when open, will cause a new
window not to render correctly. Miss rendering includes not displaying Bookmarks
Toolbar, always showing green updates icon, loading bar stuck at 100%, grayed
out and inaccessible menu items.

Reproducible: Always
Steps to Reproduce:
1. Go to any form that has a Browse button to upload a file, and click it to
open up the dialog. (Do not choose a file or close the dialog.)
2. Open a new window.

Actual Results:  
Bookmarks Toolbar not displayed , always showing green updates icon, loading bar
stuck at 100%, grayed out and inaccessible menu items.

Expected Results:  
The new windows should be fully accessible, incluing showing Bookmark Toolbar,
allowing usage of menu items, and not displaying updates icon unless updates
available.
