Bookmark Toolbar doesn't reset properly after URL titles are edited

Reproducible: Always
Steps to Reproduce:
1. Create a list of URLs that causes the program to make an overflow icon
2. Shorten the URL titles so that they'll all fit within the given window
3. The overflow character and overflow URLs don't reset even though there is room



Expected Results:  
Reset the list and display enough URLs to fill the given window size
