Then select Website Setup tab.

Could we have a way to add sites to this list by hand?

It's not on anybody's todo list.  Are you volunteering?  If not, then I'll 
assign it to [e-mail] until we do find a volunteer.

Reassigning to nobody unless somebody volunteers.  Frankly I question the 
utility of such a feature.  Wouldn't it be easiest to add a site to the list the 
first time it attempts to set a cookie.  That's the way this list was intended 
to be populated.
