Foulders with double bytes name (e.g. in Japanese) don't show their sub-folders.
You cannot access the sub-folders

Reproducible: Always
Steps to Reproduce:
1.name folders in Japanses with an older Thunderbird (e.g. thunderbird 0.8)
2.start thunderbird 0.9
Actual Results:  
Thunerbird 0.9 doesn't display the sub-folders of the foulders with Japanses
names. Message filters cannnot find the sub-folders under the foulders with
Japanese names, either.

Expected Results:  
Thunderbird 0.9 should display the sub-folders of the folders with Japanese names.
