Open Manage Bookmarks menu.
Remove all conentent from the Bookmarks Toolbar Folder

The Firefox window will constantly try and redraw, causing what seems like
display instability.

Put content back in Bookmarks Toolbar Folder and all is well again.

Steps to Reproduce:
1.Open Manage Bookmarks menu.
2.Remove all conentent from the Bookmarks Toolbar Folder
3.

Actual Results:  
The Firefox window will constantly try and redraw, causing what seems like
display instability.

Expected Results:  
Just silently be happy with an empty bookmarks toolbar folder.

The bookmarks toolbar folder was also moved to the top menu bar (the one that
goes File - Edit - View etc.)
