Certain preferences in the preference sheet require child dialogs.  Some
sub-dialogs are implemented as sheets of their own, whose presentation requires
suppressing the parent sheet while the child is active.  Other sub-dialogs are
implemented as unmovable application-modal dialogs (on top of the main
preference sheet).  There should be a consistent policy.

Of course, the real cause of this problem is that the Preference dialog is
implemented as a sheet instead of a separate dialog window (see bug 222686).


Reproducible: Always
Steps to Reproduce:
1.Choose the "Preferences..." menu item
2.Under the "General" category, press the "Fonts & Colors..." button
3.Later, still under "General", press the "Languages..." button


Actual Results:  
Note that the "Fonts & Colors" sub-dialog is implemented differently from the
"Languages" sub-dialog

Expected Results:  
The preference dialog should be in its own movable dialog window, with the "Font
& Colors" and "Languages" (and any other) child dialog implemented as sheets.
