Right-click on an emtpy area on the tab-bar to bring up context menu
Result:
Each item in the menu gets focus as i mouse over it, then a tooltip appears
almost instantly, with the same text as the menu-item, and the next instance the
tooltip vanishes again, and the selected menu-item also looses focus (the blue
color goes away.)

This bug causes annoying flicker when using the context menu.

Expected:
Menu-items in context-menus should not have tooltips in the first place.

This is a regression.
