In order to get CVS access, you'll need a good history of contributions. There is a procedure in place available at http://www.mozilla.org/hacking/getting-cvs-write-access.html . You'll need to upload your SSH key, and send the fax. Probably glen will vouch for you.

Marcia, JSS developers don't need super reviewer approval because JSS (mozilla/security/jss) is part of the closed "security" CVS partition. I vouch for Sandeep Konchady.
