there used to be a space between the "changes to ... submitted" table and the
bugzilla footer. same for the request queue and footer. (see url field)

not anymore since the upgrade...

This is easy to fix - the only philosophical question is: do we build this
margin into the footer, or do we add it to every page where we want it, thereby
giving pages the option of hugging the footer tightly?

This may do the job, but it would be better to add the margin via a CSS rule on
the footer div, and it's also important to make sure changing this doesn't add
excessive space to pages currently handling their own margin.
