VERSION: whatever is currently installed at bugzilla.mozilla.org

STEPS TO REPRODUCE: (not all may be needed, but these definitely reproduce)
1)  Start attaching a file to a bug in the Core product
2)  Select a file to attach
3)  Mark it as "patch"
4)  Request the "review" flag from "sicking"
5)  Submit.
6)  On the resulting page that lists several emails for "sicking", select
    "bugmail@sicking.cc"
7)  Submit

ACTUAL RESULTS: You get a red box saying you didn't choose a file

EXPECTED RESULTS: The file you selected in step 2 is remembered on the
                  intermediate page and submitted properly.
