Steps to Reproduce:
1. Start Mozilla and go to 
http://cita.disability.uiuc.edu/mozilla/ts-char-left.html
2. Press F7 to turn on caret browsing mode.
3. Click the link "Test Input: Checkbox1"
4. Open another page and caret is between the check box and text "Taller than 5
feet tall"

Bug Observation:
Press Left arrow key once, the caret focus on the previous listbox

Expected Result:
The caret should focus on the checkbox before the text.

Additional Information:
Reload the page, press right key once (now the position is expected
position),then press left key once, the focus is on the checkbox.
