28065 - When connection fails, a dialog should pop up

Overview Description:
When I try to connect to an unreachable site, no popup dialog appears. Nothing
happens (the previously loaded page remains unchanged) but the window status
line reads a confusing "Document: done (n secs)"

To Reproduce:
Try connecting to a machine with a blocking firewall. You can try for instance
http://129.104.238.141/

Actual Results:
Status line displays "Document: done (n secs)" but the previously loaded page
has not changed. An error is issued on stderr though:
"Error loading URL http://129.104.238.141/" (not everyone reads stderr all the
time ;))

Expected Results:
In netscape 4.7, a popup dialog appears that says:
"A network error occured: unable to connect to server (TCP: no route to host)
The server may be down or unreachable - Try connecting again later"
A likewise warning would be cool.
