The history is not going to be added to the google toolbar, since that would just be confusing. The two things are unrelated. So that is WONTFIX. See also bug 208795 and bug 260814.

I've added many custom searches through the Add Engines, and you used to be able to search within the page through the Search toolbar, so it seems to only make sense that you could search History. If you don't think it should be added then that's cool, but just because right now it's used to search Google by default doesn't mean it couldn't be used for other useful things.
