Details

We have categories specific to themes and those specific to extensions.  We also
have categories for only TB, only Moz, and only FX.  The category picker does
not distinguish which you're adding for.  For example, if you add something for
Privacy and Security, you don't know if you're adding it for Firefox, Seamonkey,
or Thunderbird.  In the case of Enigmail, it was only added for Seamonkey. 
There was no Privacy and Security group for Thunderbird.  

I think it makes more sense for categories to be listed across all apps, the way
they used to be.  If a category does not make sense for an extension, no one
will use it.  If the category is empty, the sidebar should not show it.
Why would you want different theme categories for FX vs TB vs Suite?
Duping forward against a bug that doesn't have "suck" as its major descriptive element. :)
