This bug is to track the effort of making all the widgets in our default skin 
look like the spec.

Adding 9816 to track the outline style bug.  Currently there are some widgets 
that cannot be properly styled due to this bug.  So far I have had problems with 
titledbutton and html:input type=text.

It sounds like we may not get outline at all.  In this case we will need to have 
a second border supported through some mozilla specific style.

Closing bug.  Modern Widget Spec to be modified soon.  At this point this 
tracking bug has nothing to track.
