If all browser windows are closed while the download manager is downloading a
lengthy file, no new windows can be opened and the main menu will not "drop
down" until the download completes. 

Reproducible: Always

Steps to Reproduce:
1. Start a reasonably large download
2. Close all browser windows, leaving the download manager open
3. Attempt to open a new window with Cmd+N or by going File -> New Window

Actual Results:  
The file menu lights up, but no drop down appears until the download completes.
Pressing Cmd+N is nonresponsive.

Expected Results:  
Opened a new browser window
