this is a rather odd problem; don't think it's the same as bug 28334 since it
doesn't crash/hang the browser, and it only occurs on windows. (found while
using 2000021808 comm bits.)

0. start a new navigator session.
1. dropdown the File menu (need to use the mouse on linux).
2. hit the right arrow key. result: New Navigator Window is selected.
3. hit right arrow key a 2nd time. result: Edit menu flashes, and focus jumps to
and drops down the File menu (New Nav Window is *not* highlighted).
4. hit right arrow key a 3rd time, which highlights New Nav Win. hit it a 4th
time. result: Edit finally menu drops down and Select All is highlighted.
5. hit right arrow a 5th time. result: View menu flashes, and focus jumps to and
drops down the File menu (again, New Nav Window is not highlighted).
6. hit right arrow a 6th time. result: View menu finally appears, with Toolbars
hightlighted.
7. repeat last two steps until you're able to display all of the menus using the
right arrow key. after which, strangely enough, this "every other time" problem
no longer occurs.
8. and i get the same problem when using the left arrow key to cycle through the
menu items the other direction (every other time jumping back to File instead of
the next menu).
this isn't a qa blocker --but feel free to remove the beta1 nomination...

This happens if your mouse is in the way sometimes.  Move your mouse away from 
the menus completely, and see if it was the cause.
Just for future reference, XUL is the component for XP menus... not XBL.  :)

This is a mouse problem.  A mouse move is being sent, and it causes the menu 
selection to jump.  We need to suppress this.  Reassigning to pink.

since this doesn't appear to happen while the mouse is not in the menubar, this

I don't see the described behaviour at all on mac/windows/linux. I get 
equivalent to platform-native behaviour on all three platforms.

playing with this today on win32 and it behaves exactly like native menus when 
the mouse is moving w/in the menu bar. i don't see it getting "stuck" but it does 
jump when the mouse moves...but native menus do that too.

i'm ready to mark this "invalid", what say you sairuh?
i no longer see the wacky behavior i originally encountered (winNT or linux).
