I've seen this over several sites. In one particular case, I accessed this URL:
https://www.creditprofile.transunion.ca/products/single/upsell.jsp?mn=5000001
and a popup from the offending URL: http://isg10.casalemedia.com/ appeared, even
though I have them blocked in my preferences.

Reproducible: Sometimes

Steps to Reproduce:
1. Visit the webpage indicated.
2.

Actual Results:  
Often, but not always, a popup will appear, even though I have them blocked in
my preferences.

Expected Results:  
Blocked the popup.

I don't see any ads on the given page. But casalemedia.com is like fastclick.com
a large ad and popup network. I don't find a page with casalemedia popup ads, so
I can not tell if they use the same flash trick as others recently (see Bug 282931).

Happened using linux version of Firefox 1.0.1 too

Firefox said it prevented a popup from opening, but the popup opened anyway.

Since this is not on Windows XP, suggest OS should be changed to "All".
