This is a side effect of bug 283909. The "PSM" product has been replaced by the "Security: UI" or "Security: PSM" component of the "Core" product. By the way, I don't know the difference between those two components. I pointed out this problem in bug 283909 comment 8 and suggested a solution (do not remove "PSM" but provide a referral to "Core/Security: UI" and "Core/Security: PSM").
