cannot attach files to message if they are added via drag and drop

When drag and dropping files always get the error:
"There was a problem including the file anyfile.zip in the message. Would you
like to continue sending the message without this file?"
adding files normally via the attach button works.
Reproducible: Always
Steps to Reproduce:
1. try to compose mail
2. drag and drop file into message
3. click send
Actual Results:
error described above displays
Expected Results:
sent file with attachment
