I would like to control my quoting options when replying-to or forwarding
messages, on a message by message basis.  I propose two right-click options for
messages 'Reply special' and 'Forward special' that allow the user to override
their default reply/forward settings and choose such settings for the given
reply such as:

a) Compose in HTML.
b) Quote original message (or not).
c) Specify the quote char.
etc ...

Perhaps this is better done as an extension.  Even the default behaviour is not
very configurable - ie, what the quote ('> ') char is.

This bug has had no comments for a long time. Statistically, we have found that
bug reports that have not been confirmed by a second user after three months are
