Bugs with different confidentiality settings should show up in bug lists with 
obvious distingushing marks, perhaps using different colors.

This will help keep humans from inadvertently disclosing information about these 
bugs to inappropriate areas.

Is there already a highly visible "this bug is confidential" mark on 
show_bug.cgi (for people who have the permissions to view the bug)?
Yes, it's highly visible. However, NS_Confidential is going away, I've heard.
Not from the Bugzilla software though.

This might be worth getting to around the 3.6 timeframe, I doubt any of the
usual suspects will get to it before then.

bug 103778 just got checked in, and added a gray background behind bugs that
have a groupset set on them.  Does that fix this?

I'd say it does fix this.

fixing errant dependency, removing dep on 130276 so the depency tree doesn't get
screwed by this being fixed. :)

We need to look over all the CSS rules for bug lists that are currently in CVS
or planned and make some executive decisions so we have consistent styling. 
That's what bug 130276 is about; setting appropriate dependencies.  Note that
subsequent to decisions made in that bug, this CSS styling could change.
