This means you are frequently trying to click on a moving target. It should instead remain up while the mouse is over it, and if it was already in the process of going away, it should immediately pop back up. This would be similar in spirit to how the new mail desktop alert in Outlook 2003 works (ignoring for the moment that their's fades away while FireFox's slides away).
