In every URL, when I scroll upward either using the arrows or the cursor, the
page refuses to move upward and the text at the top is "compressed" into a small
area. I have to refresh the page to restore proper viewing. 
This has begun happening only recently.

Reproducible: Always

Steps to Reproduce:
1. Access any URL
2. Scroll Down and then Up
3.

Actual Results:  
Page refuses to scroll up. Text and images are compressed into a small area at
the top of the page.

Expected Results:  
It should have scrolled up normally; i.e., the page should move upward.

This does not occur with Safari, so I doubt it is a problem with the OS.
Also, I just downloaded the newest version of Firefox and opened the app from
the disk image.  The problem occurred.

You might want to check with a later version of the browser, not because I think
that your bug has been identified and resolved already, simply that the regulars
at Bugzilla typically work with lizards nomore than a couple of days old.

Using your recipe, I could not reproduce this.
