As many can see, zh-TW is now a pending locale.
Here's the current situation of the zh-TW locale:
For over 6 months, Hung-Te Lin (aka "piaip") has been conscripted (or
more specifically, impressed, because of the laws in Taiwan).
This almost leaves him no time at all.
Recently the MozillaTaiwan community has been discussing about the
locale owner issue, mainly about Firefox and Thunderbird, which
suffered from the fact that noone is working on locales of the new
version.
I was willing to help, so they suggested that I should apply for the
locale owner of Firefox.

So here I am, I filed this bug for reporting this situation and applying for the
Firefox zh-TW locale owner.

Is Hung-Te Lin going to be a browser/mail/toolkit peer or he is leaving the l10n
work at all? In the second case you need to apply for a CVS account.

We need also some note from Hung-Te Lin that this is OK for him.

As for the peer, we still can't contact Hung-Te Lin so we're not sure, but we
hope he don't need a role change, it's just that he's conscripted, and after
that, he can do the localization again.
Actually in the last few months we did try to mail him (and tried to phone him,
even), but with no replies. 
We'll still try to contact him, but to catch up with Firefox 1.1, it might be
necessary to change the locale owner if we still can't contact him in two weeks.
CCing piaip, just to make this go the right way.

As gandalf indicated on the newsgroup, I suggest promoting kourge to a peer with
CVS access for the intermediate time.

I noted these changes at our wiki page [1].

To be able to commit your Firefox 1.1 files you need a CVS account. So you
should fill a new bug and attach your ssh public key [2], send the form [3] and
attach/link your Firefox 1.1 files in CVS structure form [4,5] - see bug 259079
as an example.

Well, I'm here again. Sorry for the delay, too many things got changed.
Can someone hint me some url/post or the schedule of Firefox 1.1 and
Thunderbird, and any summary of things changed?
piaip, that leaves the question, how should be proceed with kourge's offer to 
help?

Getting some patches makes life easier in general, not sure if he needs CVS
access, or if he should have CVS access as check-in buddy.

Much of this depends on how things changed for you.

  Thanks. Currently I use a centralized management system to integrate localized
  glossaries for all Mozilla products. And I can still get patches from 
  community independently. So I want to keep CVS commit permission privileged 
  to prevent unexpected inconsistency.

  BTW I've started checking zh-TW locales into CVS (trunk). Who should I contact
  to modify http://wiki.mozilla.org/L10n:Firefox_1.1.x_Status, or should I do it
  in wikiway - by myself ? And for thunderbird, on 
  http://wiki.mozilla.org/L10n:Thunderbird_1.1.x_Status there are already several
  locales in CVS, are they using same registeration of Firefox (just add the
  mail/ directory in /l10n/aa-BB?) or should I file a bug or send to anyone?

It's a wiki and IIRC you are th locale owner anyways, so just go on and add
yourself. As long as everyone adds reasonable things there (and doesn't e.g.
changes around owners without approval or messes up other stuff), it's easiest
if people change entries themselves.
And yes, thunderbird is just adding it directories in the same locale directory
in CVS. As I think it's clear that you'll own also that one, just feel free to
add the appropriate entry in the wiki (and the files in CVS) :)
