Build 20050613 on Win XP

The Online button tooltip when in auto-detect proxy mode, is either absent or
wrong, depending on previous state. This seems to be a regression from bug
286108. The file utilityOverlay.properties no longer have the string onlineTooltip4.

Steps to reproduce:

1. If you are not already in automatic proxy mode, go to Connection Settings and
select "Auto-detect proxy settings for this network".
2. Hover over the Online button in the Status Bar.

Results:
If you started in auto-detect proxy mode you don't get a tooltip. If you changed
from another proxy mode, you get the tooltip for the previous proxy mode.

It should say "You are online (proxy: auto discover). Click the icon to go
offline.".

The tooltip for the "Automatic proxy configuration URL" mode should probably
also be changed back to "You are online (proxy: auto URL). Click the icon to go
offline.".
