This bug is new (Build 20050622 or not much earlier). In 'Compose', if one types
a message that is long enough to make the scroll-bar appear on the right of the
window, and one then clicks on the scroll-bar (especially if one has first
dragged the scroll-bar down to the bottom of the window), a duplicate (but
inactive) scroll-bar appears on the left of the window and obscures part of the
message pane. This behaviour is somewhat erratic, and I have been unable to
discover exactly under what conditions it is seen and under which it is not
seen. If one resizes the window a little, the unwanted scroll-bar disappears.

Reproducible: Sometimes

Steps to Reproduce:
1.Open Mail -> Compose
2.Type a long message, so that a vertical scroll-bar appears on the right.
3.Drag the scroll-bar down to the bottom (this is not always necessary).
4.Click on the scroll-bar.
Actual Results:  
A duplicate (but inactive) scroll-bar appeared on the left and obscured part of
the message. It disappeared if I resized the window by means of the
resize-corner (bottom right).

Expected Results:  
The duplicate scroll-bar should not have appeared on the left. 

eMac G4, 1.25 GHz, OS X 10.3.9, Classic style. 5 or 6 spelling dictionaries were
downloaded and installed before I discovered this bug.
Further observations: 

(1) If one has received a long message and clicks 'Reply', the described
behaviour is seen just as if the text had been a newly-composed message. If, on
the other hand, 'Forward' is clicked, the unwanted duplicate scroll-bar
sometimes appears on the left of the address pane instead of the message pane.

(2) The duplicate scroll-bar appears (in all cases) more consistently if,
instead of clicking the mouse-button quickly,one holds the mouse-button down for
a moment.
I notice simular problems with the latest Firefox trunk builds.
Load a long website (ex. http://www.mozillazine.org ) and scroll down before the
page is fully loaded. A partial scroll-bar appear on the left side.

First seen in the 06/22 nightly build.
So I wonder if this is a regression of the
