299286 - Move reporter and DOMI locale files from en-US.jar to reporter.jar/inspector.jar

Move reporter locale files from en-US.jar to reporter.jar (or some other jar
included with the reporter extension).

For reference, bug 299040 made it so that reporter is installed as a global
extension, but this change is needed to make it be completely separate.

OK, this is all checked in. Coop, as a final step we need to remove
"extensions/reporter" from the trunk firefox l10n tinderbox config
(karma/chroma/whatever the mac one is that isn't producing builds ATM).
@Settings::CompareLocaleDirs. Reassigning to you for that, please mark this bug
FIXED when that's done.
