Details
User-Agent: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-GB; rv:1.7.8) Gecko/20050511 Firefox/1.0.4

1. Open Firefox

4. Change settings (theme)
Actual Results:
Firefox is top window!
Expected Results:

I suspect this is an issue with windows and not firefox. The theme switching has
a good habit of focusing windows that weren't previously. When I had getright
installed it used to happily focus the hidden window that is normally not visible.

Yes.
Your issue is probably correct, but only Firefox has such behaviour. It is
possible to prevent, I think. At least, it is interesting to take a look for me.
But I understand that this is not so important problem.

This can be seen in all Mozilla apps, so the product/component should be changed

I assume this happens in 1.5/latest trunk, too?

Yes
This is quite annoying on a development system, where I am switching themes frequently to verify that my own application behaves properly.
I'm seeing this in the current Bon Echo nightly:
Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.8.1b1) Gecko/20060726 BonEcho/2.0b1 ID:2006072604
This bug's summary line is a bit awkward. I suggest changing it to something like this:
When Windows XP theme is changed, Firefox window is restored from minimized state

Confirming as I can't find a duplicate. This affects all toolkit apps, and quite probably all Gecko apps, so updating summary to make that clearer. This should probably be targeted at trunk, too, but it really applies to both trunk and branch.
