Not obvious.  You really shouldn't have to go to this much effort to work out
how much a cc has changed.  What about this?:

Typically I only care about the change in the CC, not the actual CC itself.

Keywords might be different, but CC fields are a currently a mess.

Part of this bug is fixed (for 2.12) in bug 38624.
I think this is probably appropriate for keywords.  If people want to also see
the old keywords, we could have the old field followed by the change.
I'd say this is the same as bug 61015... a different solution, but solving the
same problem.  I'll update the patch attached to this bug after dmose's mail
filtering stuff lands.

PS, this patch works on CC, keywords, and the dep. lists.
