It seems a dupe of bug #360647 (that is newest but ham more informations). Feel free to reopen it if I'm wrong.

(In reply to comment #1) Judging from the descriptions, this bug is not a dupe of bug 360647 --> reopening. This bug is about making the whole existing attachment pane moveable (dockable) within the message preview pane. Bug 360647 is about implementing an alternative visual presentation of attachments with more functionality inside the existing attachment pane. Which is clearly not the same. However, these two enhancements would complement each other pretty well.

Sounds like something for an extension.
We should take a decision about this bug: NEW or WONTFIX This is a nice idea, but - there's a lot of more basic and more important stuff that needs to be done before this. Actually, we'll probably never have the time to do this. - it doesn't add much in terms of functionality So I tend to agree with Magnus that this might need an extension, so probably this should be WONTFIX? Actually, this is another one of those bugs where a fine-tuned WONTFIX value pair resolution would be useful, as I proposed in bug 522873: WONTFIX + "needs extension" That way, we're being more appreciative about valid ideas that for some reason we won't do, while preserving valuable information so that such ideas can be systematically searched for lateron. Magnus, if that makes sense to you, I could need some support in bug 522873.

Closing this bug wontfix per my comment 4. We won't have time for this, it's available via Add-on, and the interest here has been low.

Maybe this should be reopened since it was wontfixed in comment #6 invoking a now defunct extension:

This really needs to be implemented, if you have emails set to display below the message list as I do having the attachment list below the message instead of in the top right as it once was makes poor use of screen real estate and makes it less visible to the user. Having a dockable panel so users can choose a layout that works best for the would be so much better.
