In a popup window that has hidden the menubar, there is no way at all to get to 
it. Alt+F, F10, Alt by itself, nada.

* Pressing Alt+F or any other menu accelerator should open the menu whether or 
not the menubar is showing.
* Pressing F10 should open the first menu?
* On the windows platform, Alt by itself should select the first menu.

Reproducible: Always

Steps to Reproduce:
1.	find a website with popup windows
2.	attempt to use the menubar in said popup windows

This is a dup of bug 69099 except that this is filed against Firefox and 69099
is filed against Seamonkey.
Summary: Menubar is inaccessible in popup windows → Menubar is inaccessible in popup windows; should appear when I press Alt+F, F10, etc.
Meanwhile, a workaround

go to about:config and set dom.disable_window_open_feature.menubar = true

that will insure that menu bar is never hidden in windows.
Here's a thought. In the context menus of any page whose
menu/toolbar/statusbar/scrollbars have been hidden via javascript, add an entry
such as "Show menu and toolbars". This will basically let the user turn the
popup window into an ordinary browser window.
