Now that editcomponents.cgi, editmilestones.cgi and editversions.cgi have been
updated and now use Product.pm & co, it's trivial to display the number of bugs
per category (component/milestone/version).

This patch also does a big cleanup, removes old code from templates and makes
templates more consistent.

NITS: 

1) The count shown is not necessarily the same as the buglist result count.
This can happen when you have deleted users. [Not strictly an issue for this
bug]

2) If there are no milestones or versions or components in a table, then we
could not show the link to display the bug counts
