Sidebar won't maximize

Details
While trying to reproduce the situation which resulted in bug 30678, I minimized
the sidebar. Trying to maximize it again, I only get the scroll bar.
Prior to the crash (bug 30678) and this bug, I clicked on "customize..." and
noticed that the left panel displays too far down (roughly one entry); not sure
if that is relavent.
Of course, restarting M14 does not resolve this shrunken scroll-bar-only
sidebar.
