If I attempt to add a search engine it appears to work, but the new search
engine does not appear in the list.  Restarting firefox does not correct this. 
And, it works as expected under Windows XP SP2.

Reproducible: Always

Steps to Reproduce:
1.Select 'Add Engines...' from the search engine drop down menu
2.pick an engine to add from the page that opens
3.notice that it does not appear in the list

Actual Results:  
Frustration mounts

Expected Results:  
Added the requested search engine
bug 259072 and thus down the chain to being fixed in 1.5b1 by bug 123315,
because the user you're running Firefox as doesn't have write permission for the
searchplugins directory in the application directory?
"Add Engines..." fails with "Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US;
rv:1.8b4) Gecko/20050908 Firefox/1.4" as well - the icon is transferred to the
searchplugins folder in the profile but the *.src is not.

Why would you think that has anything to do with a Linux-specific bug in an
earlier release with completely different behavior?
Why is the search plugin directory global and not part of the user's accessable
files (as it is in Windows)?  Is this corrected in Firefox 1.5b1?
Previously I was using Firefox 1.0.6 under RH 8 with the program installed in my
home directory.  Even then I could not add serach engines.

The search plugin directory is global on Windows as well (in Firefox 1.0.x), but
the typical Windows user has write access to the Firefox installation directory.

Yes, see bug 123315 mentioned above. Pleasy try to reproduce your problem with a
current build (like the Firefox 1.5 beta or a nightly build).
Like Phil said, bug 123315 fixed this issue.
