What's the procedure for this?  Existing module owner is incommunicado
apparently.  Co-maintainership of this module was just granted to bear via
discussion on the staff mailing list this last week.  Who gets to vouch? :)

It would be entirely ridiculous to appoint him co-maintainer and not let him
check in to the tree! I'll vouch for him, with a gentleman's agreement that he
won't check in anywhere else in the tree.
