When accessed from Tools -> Options (-> Settings), the Clear Private Data dialog
makes all options editable. However, when accessed from Tools -> Clear Private
Data, three of the options (Saved Form Information, Saved Passwords, Download
History) are non-editable, and the option for clearing data when Firefox closes
is missing.
This appears to be "by design". However, I believe it to be confusing to have
two ways of accessing a common dialog which hides or makes uneditable different
parts of that dialog. This goes against established user interface design
principles, particularly when an option is sometimes not even present, let alone
editable. (A user could easily be confused because "they are sure that an option
was available on a dialog but now it seems to have disappeared".)
I ask that this decision be justified. There may be technical reasons for
setting some options uneditable when accessed via Tools -> Options (and I would
be grateful to hear them). However I can think of no reason why one would desire
that the option for clearing data when Firefox closes be missing in this situation.

Steps to Reproduce:
1. Access the Clear Private Data dialog via Tools -> Options (-> Settings).
2. Make note of the options and close it.
3. Access the Clear Private Data dialog via Tools -> Clear Private Data.
4. Observe the differences between the available and editable options.
Actual Results:
The dialogs had different options available, and different options editable.
Expected Results:
The dialogs "should" be the same
