Bug 312386 fixed one problem, but a similar problem remains (at checksetup.pl lines 4208-4224) to
be activated when upgrading from installations older than 2.17.

Since checksetup.pl is going to insert a group_group_map entry linking the
admin group to every other group in Bugzilla, just delete all group_group_map
entries that could possibly conflict, and then do the insertions. Do both the
deletions and insertions inside a table lock.
