bookmarks toolbar wont display even when there is plenty of room

I have 8 items in my bookmarks toolbar. There is plenty of space for all of them (average length is 9 characters for each). Many times when I am running mozilla, I get the >> arrow and the bookmarks menu is completely collapsed. (Not just some items, but the entire bar).
Resizing the browser sometimes fixes this and sometimes does not. It seems to me that the "do I have enough size to display this toolbar" logic is broken.
It should also be noted that the bookmarks toolbar is on a line by itself.
