In a 'view-source' window, if the 'Save-As' Dialogue box is open, then in the main browser window, that tab is the only viewable one. All other tabs are removable, movable and addable but cannot be viewed

Reproducible: Always

Steps to Reproduce:
1. Open a website, and a few tabs
2. Select View Source from View menu
3. In the View Source window, select 'Save-As'
4. Back in the main browser window only the current tab is accessable.
5. Close Save dialogue, and tabs work as expected

Actual Results:  
Other tabs are inaccessable, but tabs can be created, moved and removed. The accessable tab is whatever tab is selected when the Save dialogue is selected. Not necessarily the tab which is associated with the View-Source page.

Expected Results:  
Either:
A. Tag is not locked when the View-Source Save-as dialogue is opend and it works as normal tab browsing

B. All tab actions is disabled until Save-As dialogue is dealt with and dialogue is brought to front when main browser window is accessed.
