The "overflow: auto;" in netError.css causes the paragraph to be tabbable. The paragraph was given "overflow: auto;" by the fix for bug 309606, "Too long string in file not found xul error page isn't wrapped". Should elements with "overflow: auto;" that don't have scrollbars be tabbable? That seems to be under debate in bug 257938 and bug 296259. Btw, networking error pages are now mostly XHTML, not XUL. *** This bug has been marked as a duplicate of 257938 ***
