This is an almost straightforward port of bug 309452 attachment 196902 [details] [diff] [review].
I did not include the removal of ondragover and ondragdrop yet:
Can you tell me if I should, as I don't know what they are (not) used for ?
[Mozilla/5.0 (Windows; U; Win98; en-US; rv:1.9a1) Gecko/20051207 SeaMonkey/1.5a] (nightly) (W98SE)
In same/different windows, dropping on page still works;
In same window, moving tab still works;
In different windows, dropping on _tab_ (or empty space area) now works.
