In Tools > Account settings > Composition & Addressing > Composition, we have selected "and place my signature below my reply (above the quote)"

This works correctly when REPLYING to a message.  However, when FORWARDING a message, this setting is ignored, and the signature is placed at the bottom of the entire mail message, below the quote.

Reproducible: Always

Steps to Reproduce:
1. enable signatures, "above the quote"
2. forward a mail message

Actual Results:  
signature appears below the quote


Expected Results:  
signature should have appeared above the quote

no themes or addons installed.
